I used Excel for both APFT and Qual but that was 15 years ago.

It's a good tool but keeping it maintained is a pain in the ass.

it is great because it keeps it in one file and is easy to use. maintaining it isnt so bad when you are the only one who is allowed to touch it.

our squadron has an excel template that keeps track of almost 200 people with great efficiency. if you'd like, i can send you a copy of the template for you to try.

If it's an internal tracker who cares where it came from. I've developed schools trackers that my parent BDE adopted to simplify their schools trackers. I always hate recreating the wheel and I've had to a few times. Use his tracker as a template and make the army version of it.

I have a pretty good tracker I use for my company. It even breaks down scores by average per squad so you can see which platoons/squads are performing better on the metrics.
