If a SM is MLI promotable and makes points, can a BN CDR deny their promotion?

This is the SM first month of being MLI.

Short answer: Yes.
They could deny without additional steps under the old policy, however CLI (Command List Integration) was rescinded when MLI was implemented.
The commander CAN deny the promotion, but according to HRC they "must use the existing bar to continued service (IMREPR code 9K) process (with proper counseling) to identify them as having low or no potential for continued service or leadership and disqualifying them for MLI".

The bottom line, Commander has to approve all promotions period, nothing is automatic. The SM needs to ask why?
