If a Soldier recieved an other than honorable discharge can they recieve VA health care or disability?

If the disability was incurred in a period of good service, yes. And medical care for that particular disability.

No but if you have circumstances to where you served in wartime and can prove it then were discharged under dishonorable conditions then get with the DAV at your local VA Hospital....
