If a student fails a test in the course, is he/she the student instructor on the subject that they failed?

The reason I asked this, is why is it that when one of the troops mess up and get in trouble, the corrective action is to become the instructor on the offense they failed, what made them the subject matter expert? I know it is a corrective action; but I am constantly being invited(mandatory) to attend these terrible classes that the offender shows no remorse or lessons learned.

It is appropriate if the individual has actually learned their lesson, it is not appropriate if the student doesn't understand what they did wrong and want to correct it. If the class they present doesn't meet your standards, you should provide them with training and then ask them to provide the instruction again.
