A Guard unit would most likely cover down for an Active unit that got tasked to go elsewhere if something popped off. You would be lucky to get a peacetime mission. Over the years they call units Ready, Green, or whatever the latest catch word is. You are only as deployable as your 3 month train up to get into theater. I wouldn't be to worried about. Basically, it is to prepare units for mobilization with shorter notice than a 1 year NOS (Notice of Sourcing). It ensures that unit readiness is increased, to include personnel, equipment, load plans, etc. It is part of ARNG 4.0. There is no data on actuality of deployment, but I tell my Soldiers that it is better to spend the time to be prepared and end up not going than to be unprepared when mobilized.
