If I am not formally counseled as to why I was denied promotion through CLI, should I be promoted and back dated to when I became eligible?

I have seen other soldiers in my unit promoted through the Command List Integration in the passed few months, but I never received it. I am not trying to take the easy way to promotion. I am just trying to figure out what course of action I should take.

I went to the promotion board in May 2017 and received my promotable status for SSG. I have been working toward completing my ALC, which is very different than most other MOS's. I have 3 firefighter certifications that I must receive in order to complete ALC. I have one done, and am working on the second. So you all know that I am working toward it.

According to AR 600-8-19, CH 3-23, para. a, I much have 83 months TIS (84 months to pin on rank), 11 months TIG (12 months to pin on rank), graduate of SSD2, current APFT/Weapons/HT&WT

As of 31 July I was at 83 Months TIS, 31 August I was at 84 Months TIS.
I have been a SGT since June 2013, giving me more than enough TIG.
SSD2 was complete in 2016.
APFT, Weapons and HT&WT were current and passing

Despite this, I have not been promoted through CLI and have never received a counseling of any kind formal or informal as to why.

Any suggestions?

You definitely should have been counseled if you were denied being placed onto the CLI, as well as received a bar to continued service. Now if you were placed onto the CLI but not promoted when the points dropped to the required number ( i think it's 39) that's another story. Best bet would be to talk to your 1st line and see what the deal is.

Short version is no, you should not receive a back-dated promotion because the underlying reason for denial remains: ALC not complete.
However, your CoC is wrong for not counseling you. Since they have not, stroll on in to see your FLL and ask for a counseling session regarding this issue.
Most of the time, a nudge will get them to do the right thing.
Otherwise, a nice, friendly 1SG like me pays squad leader guy a visit for motivational therapy.

I would say, if no formal counselling is reason to promote (I am no familiar with this aspect) and they promote you, then you should be entitled to back pay from the date on which you would have put on your new rank; however, I am not 100% sure if this situation is retroactive.
