I am a ccc and kd complete CPT with only sr HQ OERs and a few MQ by the rater. My in the zone board is next year and I will have no new OERs before my next look. Even if I get a MQ for my above the zone look i will still get passed over( unless some miracle happens). Is it possible to get severance pay once I am passed over for promotion twice and then switch to the reserves or national guard and still make Major? Or would i remain a CPT in the reserves or national guard? I enjoy my broadening assignment and want to be here as long as possible( i just moved here 3 months ago and owe 3 years) would I have to drop my refrad immediately after my first pass over for promotion and switch to the reserves in order to be able to get promoted to major or even have a chance at promotion?
All advice is welcome on how to move forward

Yes you can - especially in the National Guard. I knew a guy in the mid-80s who got out as a 1LT from Active Army to National Guard. He had some shitty OERs. He became a battery commander and made Captain. Two years later he made S3 Major, 4 years later he made LTC. He went to the Gulf War with 196th Field Artillery Brigade. He retired as a COL.

CPT (Join to see) - I don't think transferring to the Reserve or Army National Guard will save you if you have been passed over twice. The Army Reserve promotion authority should be the same as Active and in the Guard the competition for Major and especially LTC is harder than in the Regular Army, not nearly as many slots with a State usually.

Yes you can switch and severance pay is contingent upon agreeing to three years of service in the Reserve Component or IRR. You'll still be eligible for promotions in the future.
You'll have to figure out where you want to transition to and then find a slot in the USAR or ARNG for that location. That's all handled by the Silver Siege recruiter/liaison at your post.
I don't know when you have to separate, I think it's something like a year after your second look, but it could be completely off on that. All the officers I helped REFRAD were NQR and separating to pursue civilian careers.

Yes - you can transfer to the reserves/NG and continue your career. Being a CCC graduate and KD complete your chances of being selected to O4 in the reserves are very high. The primary reason for people not getting promoted in the reserves is lack of PME and KD so you should be covered. There are advantages and disadvantages to submiting a REFRAD now vs awating for the 2nd pass over, but either way you should be able to continue your career. It really comes down to your goals and timing. I know several people who were forced out of active duty and with in 90 days of transfering to the reserves were promoted and serving again full time. Reach out to your local silver sage recuiter. The reserves is a different animal with many more career options than you are used to on active duty

Sir, forced out and 90 days later they are serving again fulltime? Did they go AGR? I will try to find a silver sage recruiter- I have never heard of that term.

From what I have seen most people get into the reserves then apply for a tour or AGR. It will all depend on what you want to do and how you time it. There are multiple ways to serve in the reserves both full and part time. The most common is TPU (think one weekend a month 2 weeks a year). Once in a reserve component there is a annual or semiannual AGR board. You will submit a packet and if selected have the opportunity to serve in the reserves full time with all the pay and benifits of active duty. PCS and career progression is similar to active duty. There are also various types of mobilizations and ADOS tours you can go on 30 days to 3 years - the tour of duty website is a good medium to view and apply for opportunities once you are in the reserve component.

Young lieutenants (and young sergeants) often make mistakes in their early assignments. It behooves a rating officer (or NCO) to see beyond these mistakes to the real potential in them. They need to be careful to assess the officer’s reaction and subsequent recovery from mistakes, so as not to irrevocably damage their usefulness to the service. Many of us senior officers (and senior NCOs) have been there, and been given a careful “second look” by a good rated/endorser after our youthful errors. Proceed with caution and leadership to get the best from your men.

Your situation in general is similar to what happened to me in 1993 during the Clinton era downsizing. When I was transferred to the reserve I was automatically promoted to Major. I didn't even know I was promoted until I applied to get into my local NG unit and the colonel told me I was a major, which complicated my being selected into the unit. While going thru this transition I recommend that you keep you sights in the long range goals. I retired with 24 years total combined service, half active duty and half NG. I began receiving my retirement pay at 60 years old. That retirement pay is really nice.

Unless you have some bad paper or a referred OER, I wouldn't start digging my own grave just yet. Contact your assignment officer and ask for a candid review of your file. If you are told that you are at risk for promotion then ask him/her all of those question. Once you have that information, make an appointment with your rater and senior to discuss what you have learned. Also start making medical appointments to make sure all those pains and injuries are documented.

Sir,
I definitely will do this and call branch. Last time I spoke with branch they told me my file was weak and this was about 10 months ago prior to my last OER. Which was also just HQ, as always. I don't have anything negative, never been Flagged pulhes all 1's, all sr comments say to promote me. Just suffer from occaisional back pain for which i do sone physical therapy. I'll get branches take on what are good steps to take next first though. Thank you.

Worst case scenario.. as I don't know how many years you have served... They will transfer you into the Reserves as an E-5 to finish out your retirement points... I have seen this many times....

Nothing you wrote indicated why you would get passed over and what you shared, you have no reason to think you will not get promoted.

Sir,
I have 0 MQ OERs. I already did command, a MQ even if was just 1 would hvae had to be in command.I have 3 OERS where only the rater gave me a MQ but still HQ from the Senior rater. I will not receive any more OERs before my in the zone board and will receive one before above the zone. Im just looking forward and planning as it doesnt look promising based off previous pronotion statistics.
