If I found an unsecured package marked Top Secret with only a Secret Clearance and no need-to-know, what is the proper course of action?

You need secure it and report it to your COC, the MP's, your security manager, or local authorities depending on where you are. Keep it safe, report and Don't open it.

Notify your Commander immediately or contact the nearest ASA or SSO unit. It is best to not explore the contents of the box but to turn it over to the authority having the information sufficient to secure the package. Make sure it doesn't leave your possession until it is in the hands of competent security.

You should receive a security briefing by the recipient that takes the package from you.

Turn it in to your security manager and notify the commander.
It is a very big deal to leave TS materials unsecured.

as other have said this should be turned over to your security manager-or if it has Hillary Clinton or Huma Abedin's name on it turn it over to Anthony Weiner for copying.

You should turn it into your S2. There will be someone in there with the proper clearance and the ability to figure out where exactly it should go. After finding out where it should go, the proper personnel can be hung up by their thumbs for having misplaced something like that.

1. You don't open it, mess with it or play with it. 2. You Immediately take it to the nearest security manager- S2,G2 office. 3. You require them to sign for it and you fill out a statement in their office on all the details where, how you found it. 4. You pray them only find your fingerprints on the outside and not on the inside!

First secure the package...put in an envelope or at the very least a folder and do not let it out of your sight until you hand it over to . Report it to the first supervisor you can find. Not the date, time, and location of where you found it because there will be an investigation.

My suspicion is that it's a test. Every person with the clearance to handle that is keenly aware of the consequences of mishandling it. Odds are very low that someone would leave it around so blatantly. So my guess would be that it's a test to see what a finder will do. Turn it in, notify your CoC.

Step 1 - do not read it. Step 2 - march it over to either your CO or the BN S2 (whichever is closer) and give it to them. Step 3 - enjoy a long and intrusive debreifing. Step 4 - sign a non-disclosure form. Step 5 - sit back and wait to see who gets court martialed.
