If I haven’t maxed out my accumulated leave, can my command force me to go on leave?

Can they force me to use my leave I wanted to accumulate about 7 days to visit parents and my family but they said I had to use the only 4 days I had accumulated

Depends on your situation. Are you FTNG-OS (ADOS)? Are you on State Active Duty? Are your orders slated to end soon?
Often when you are on an order that ends in the next couple months, they will force you to take all of your leave prior to the end date to (a) prevent you from having to sell it, which is a convoluted process in and of itself; and (b) prevent your orders from having to be amended due to the leave going past your orders end date. This becomes a funding issue of they have expended all the funds authorized for your mission purpose.

Calculate your projected end of tour leave balance (2.5 days per 30 days of orders) and it'll give you a good idea of what you're projected to have at the end of your tour. If your orders are running until 30 SEP, I don't know why they would force you to use your leave now with 4.5 months left in the FY. Could also be a preventative measure on their part to prevent ADOS Soldiers from accumulating 20+ days of leave and then having to take it all at the end, effectively losing you for the last month of orders.
I'd ask your supervisor and communicate your intent. Leave management is a program/policy enforced by most local agencies, and often if you have a plan to use your leave (supplemented by giving them a DA-31 with your planned dates) they'll honor it based on workload and OPTEMPO.

Most states manage their ADOS/GDOS with a policy that requires the SM to accumulate no more than 7 days. 4 days seems more preemptive than necessary.
A signed leave request for 7 days scheduled for a date when you would have 7 days earned should suffice.
