do you know the regulation? are you in uniform, outdoors?
Lots of Soldiers bring a change of clothes to wear to/from work/drill. Traveling to/from out of uniform can also be considered good opsec.

As I know it. You need to wear your cover in the day time regardless of on or off duty. You aren't required to wear it after retreat if its past sundown unless your still on federal ground. Headgear is never required in POVs.

Here is the answer from the Reg. I hope this answers your question but the very short answer is “Yes”.

Soldiers will wear headgear with the Army uniform, except under the following circumstances:

Headgear is not required if it would interfere with the safe operation of military vehicles.
The wear of military headgear is not required while in or on a privately owned vehicle (POV), a commercial vehicle, or on public conveyance (such as a subway, train, plane or bus).
Soldiers will not wear headgear indoors unless under arms in an official capacity or when directed by the commander, such as for indoor ceremonial activities.
Soldiers will carry their headgear, when it is not worn, in their hand while wearing service, dress, and mess uniforms.
Soldiers are not required to wear headgear to evening social events (after Retreat) when wearing the Army blue and white uniforms, the enlisted green dress uniform, the Army green maternity dress uniform, or the mess and evening mess uniforms.
Soldiers are authorized storage of the headgear, when it is not worn, in the BDU cargo pockets. Soldiers must fold the headgear neatly as not to present a bulky appearance.
Soldiers will not attach the headgear to the uniform, or hang it from the belt.

Will you get away with not wearing your headgear? Absolutely! Should you do it? Absolutely not. This is one of those times during a young privates career where they can start to separate himself/herself from their peers. Integrity = doing what is right, even when no one is looking.

(4) Soldiers will carry their headgear, when it is not worn, in their hands while wearing service, dress, mess, and evening mess uniforms. Soldiers are authorized storage of the headgear, when it is not worn, in the Class C uniform cargo pockets, if applicable. Soldiers must fold the headgear neatly so as not to present a bulky appearance. They may also elect to store it at the small of the back, with the bill tucked in the belt, provided there is no bulky appearance and the headgear remains hidden from view. Soldiers will not attach headgear to the uniform or hang it from the belt.

I thought most ARNG units made their drill floor a cover worn area (treating it as if it is outside)

Yes. Outdoors requires you to wear your cover. A few exceptions here and there, but they don't fit this.

I work at a High School Military Academy that follows Army Regs and when I catch a cadet outside w/o their cover, they beat their face for a bit...but what do I know, I'm just a civilian puke with an honorary CPT rank on campus.
