If I re-enlist, could I ask for the Student Loan Repayment Program if it previously wasn’t available when I enlisted in 2015?

Does the army offer this for a SM to re-enlist? Or is it a one time deal at the beginning.

There is a student loan forgiveness program. Fedloan is my student loan administrator, and under this program if you are AD you only pay a minimum for 10 years and everything else gets deleted or forbidden. They estimated my payment for $20 monthly for 10 years ($32,000 in student loan), evaluated every year based only on your basic pay. Hope this helps.

It's not a curent reenlistment incentive. As SPC Ramirez posted - look into the Public Service Loan Forgiveness program (PLSF.) I'm using it too!
