Kuwait regardless of what camp you were at, for me it was arifjan, does not reward a combat patch, more simply put because as of fy14 Kuwait is regarded as an active duty PCS location. They changed the identifier and is no longer a combat tour. Now if you went forward to OEF, OIF or other while you were there then yes.
