Speak to your unit and then work up the chain. ALC is centrally funded, not unit funded. If there are open slots for the next higher NCO rank, there should not be an issue with submitting requests for ALC slots for their MOS. Otherwise, those other NCOs will have to consider promoting out of the unit.
