If the VA pays disability for TBI and PTSD, why does it not qualify for a Purple Heart and should it?

Soldier, Marine, Sailor and Airman have suffered from PTSD since some of the earliest wars, although know by different names and until relativity recently have been grossly misunderstood. I think they should be, my only concern is the inevitable increase in financial and logistic impact on the already atrocious VA system.
