I would say as a world leader they would be equal to those they are meeting with. Thersa May, former British Prime Minister didn't, neither did the German Chaceller Angela Merkel of the US Secretary of State Condoleezza Rice nor did Hillary Clinton when She was Secretary of State. First ladies Laura Bush and also Michelle Obama did't either nor more recently Melina Trump. This isn't anything new.
