Your records are what determined your future i.e. official DA photo, schooling, NCOER ratings, positions served in. The list goes on. You have to demonstrate your E7 material. It has never been a rank you write and ask for. In your case you last letter does not carry over, nor would it be relevant for a subsequent board. Remember that QMP is almost always reviewed by the same panel.
