WO1 (Join to see), read through MILPER Message 15-142, Active Component Enlisted Pre-Deployment Stabilization for OCONUS Deployments (https://www.hrc.army.mil/milper/15-142) and MILPER Message 12-383, Active Army Stop Movement Program for Units Scheduled to Deploy OCONUS in Support of Operation Enduring Freedom (OEF) (https://www.hrc.army.mil/milper/12-383) for a regulatory answer. Bounce these off your servicing Career Counselor for clarity
