The Private will still need BLC. It's a requirement in the STEP program.

If you're a PFC Ranger School graduation is an automatic promotion to E4. As soon as you have the TIS/TIG requirements and are promotable you are given 799 points and promoted to SGT without BLC, with the requirement that you must attend BLC within a year.
