If you get QMP'ed and have 15 years in service can you request early retirement under TERA?

I know last year for the AF, anyone over 15 that was hit with one of the programs was eligible for TERA but you had to apply for it otherwise you would be separate.
TERA is an option for separation under QSP, but does not seem to be an option for those separated under QMP.

Soldiers have options to explore before Army restructure
The Army is restructuring from 510,000 active duty Soldiers to 490,000 in a number of ways. Natural attrition through End Term of Service dates is one, but there are also programs to make sure quality Soldiers stay in.
I think TERA was for people passed over..not sure about QMP.
I do know that, if eligible, you have to select TERA, it isn't just assigned to you.
