Absolutely. I would hire a veteran with the correct skill set over any civilian with an advanced skill set. There are basic skills that a person learns in the military that can't really be taught in the civilian world.

The assumption is that the linked consulting firm is quoting you a 90% success rate and you want to know from RP members if you "buy what they are selling" and hire veterans for the positive attributes they bring to the work force.
