I went to basic with this SM and saw on his Facebook that he went to Prom in his ACU's. How would you go about mentoring one of your subordinates that are in violation of AR670-1?

AR670-1 Chapter 4 Section 3 Line 2... That's what I found in the reg, please attach anything else you find

**EDIT** This is not a Dance, but it is some Formal assembly and to the best of my knowledge he is not on Duty.. Class A's would of been appropriate (as long as it's in regs, which I'm sure isn't hard since he would only have 1 ribbon)

and Write Him a Scathing Counseling report (or whatever below UCMJ)... and make sure he Understands he "Fire-Trucked Up" by the numbers ...

I had a Kid do something like this at 1st Group Sig Det. @ Ft lewis (1991)... he went on to make a Great Electronics Maintenance Warrant officer... and he's Now a CW-5 ...

Just bring it to his attention. Maybe he didn't know. Just do it on the sly. No need to get anyone involved. You might suggest he take the picture down. Stupid mistakes are one thing. Stupid mistakes with photographic evidence can end with you signing papers. Not worth it.

As many have stated, it can be perceived negatively. Therefore, it's wrong. I read "prom" and think he's over 18 and possibly dating someone underage - perception. More important and objective, if it were an appropriate event, he should be in dress attire. As SFC Private RallyPoint Member stated, it's already done. Best to tell him why its wrong and show him where to look. If he seems not to care, then you have a bigger issue. If he seems somewhat embarrassed and understands, he should consider asking people to take it down.

Let's be real. We all think certain things we know now should've been stressed during BCT/AIT/OSUT. A DS has a hard job for 3 months -creating a Soldier from a civilian. That's why everyone has to do their part - Army Values, everyone's a Leader with basic military authority (regardless of rank - senior or subordinate). Cover down, SPC.

Well well. I agree paperwork is not in order, unless this is a repeat offense. And not knowing this is wrong is not an excuse, as everyone is instructed on it in basic. However, in my opinion, I would have a discussion with said individual, and make it crystal clear this is incorrect. I no longer know all the regs, however, he should be made aware of what it says, and that it was inappropriate and unbecoming and why, and since I'd assume he is a young man, chalk it up as a learning experience for him. At worst I would keep a notation on file, as to the discussion so if it does happen again that there is a record to fall back on, like we used to call letters of counseling.

I was able to go see my HS class graduate. (I had gotten a GED and enlisted which at the time was allowed I also had to have parental consent because I was 17). I didn't even dream of wearing anything else but my Class A uniform. Is discipline lacking now? The only fear I ever had was of disgracing myself by not following my regulations.

That would require some discussion with what is and what is not proper wear off the installation and where to and not wear any uniform combination. There was a time fatigues, BDUs etc were not even allowed off as Post or Base except to travel to and from work and no along the way stops allowed. This troop did not use very good judgement !

Old school USMC - Utilities are inappropriate attire off base unless traveling under orders. (i.e. if your car breaks down or you run out of gas, you've got some explaining to do). The current popular trend of mommy or daddy surprising their child by returning from deployment and surprising the kids at school or home has created the illusion that utilities are OK of base. May be they are OK off base, but they shouldn't be.

I've seen literally hundreds of "return home" videos where Soldiers, Sailors, Airmen, and Marines return from deployment to surprise someone at a formal/semi-formal event in a uniform that would not normally be appropriate. I haven't heard of any repercussions of those uniform violations.

What would I do? Well if this was back when I was a SPC or SGT I would likley have done like many here have done assumed and made and ass of myself.
In later years I would have asked a few questions to understand if this was a mistake or intentional and then educated or educated and rebuked situation dependent. And then get onto more important things. Young soldiers make mistakes, if no one died or was hurt, let um learn from it so they can grow up to be leaders.

BTW, more than a few seniors in highschool are 18. I was my entire last year,,,my birthday being 3 days after the school year, so i came into my senior year 18, an "adult" wreaking havoc with the system being abley to "sign" for myself... "Erik was absent yesterday because Erik was at the races, racing, which was deemed more important to his education than PE, Auto Shop, History class for the day.... Signed Erik"
But that as they say is another story.

First this might be homecoming which happens at the beginning of the school year. The girls have homecoming banners on.

No idea of when this happened? New recruits don't get ACUs anymore. We also give unit patches (US Army logo) to AIT students to wear. No one goes without one except at Basic Training.

My guess as to what is happening here:

He has no unit patch so he might have gone to basic training during the summer and is wearing ACUs (inappropriately, of course) as a senior on his way to AIT.

Or he could be doing a function as part of a detail and didn't put his patch on.

Or....he is a civilian douche just wearing a set of ACUs.

Alright need to interject something here. I know that in the National Guard, things are a little different. I know that I once while in the Ky National guard, I helped the recruiter set up at a high school basketball game. Our duty uniform, at the time, was BDU's. So therefore if the kid was helping at a recruiting function at his high school and was at the ball game helping out. Was voted as one of the court for say Homecoming, and was in his ACU's ON DUTY for the recruiter. Then they took the pictures then and there. Then he is with in REG's.

Just because you see the photo you don't know what is going on.

Now if you see someone out after duty hours at the club or at the local watering hole, then yes, that is and issue.

Someone needs to look at the uniform regulations. I assumed that the ACUs were to be a duty uniform and only can be worn during duty. With the Navy NWUs I was under the impression (with the changes) that they can be work during a work lunch, during duty and to and from duty area (driving to/from work).

Since you got this from someone's facebook it is just a picture... Why is everyone assuming he is dating a minor and breaking a rule? That could be taken at the dining facility on base where he is posing, on his lunch break, with his kid sister who is the local homecoming queen nominee, on game day. For all we know he is going to run home after his shift is over, jump into some jeans and haul butt over to the stadium next door to root for the bulldogs! Since you do not have the whole story and are not there.. I would say you would do well to stay out of it. Assumptions are dangerous things.
If this was a subordinate of yours then you should ask him about the picture and see what he says. You could be mistaken on your assumption. Most people usually are. If you find he is in fact violating code then have that discussion. You are obligated to do so as his superior. Sorry I figured since everyone else was so ready to jump all over this kid, I would take the other stance.

How do you know this isn't JROTC uniform day at said high school and/or if he has enlisted already but not gone to basic he might have been issued the uniform and not know the regs. No flag or unit patch and seeing if he was young and very recent to the military he would have been issued the scorpion style uniform I am leaning towards the JROTC and am going to say good for him for being proud of it.

If you look even closer at his uniform he has no unit patch so he could be home for home town recruiting right after basic so he could actually be on duty in this pic and hif gf could've asked him to quickly swing pass the school for a picture. I think we don't know the real story here and are making guesses. Here is my guess. This is not a prom, but some sort of High School Royalty ceremony. The person in ACUs is a JROTC soldier, or perhaps Split Ops, and is in his duty uniform as appropriate for those days when his program allows that wear. He was probably called up after winning some level of High School "royalty" for the photo op.

Well first, I would tell him to take it down. Inform him that he is a reflection of his branch and if he makes a fool out of himself, then he makes a fool of the whole branch. Explain what he did wrong. He might genuinely not know. I know Marines can't wear cammies off bases, but since other services can, he might have thought there was no problem. I also know most other branches have some form of a dress uniform which would have been more appropriate. Then I would go into the other dangers... if he was over age and his date was underage. If there was underage liquor at a prom party (because we all know what happens at proms). Make sure he understands that as a service member, he is held to a higher standard than all the friends he used to hang out with.

I wouldn't do paperwork on him as long as this was kept in house. If someone higher on the chain brought this to your attention, your hands might be tied. But you need to bring it to his attention that if you can see the picture, so can others and he should remove it before he's caught again.

I guess you haven't been out to High School sports games or events often. You have 100's or more from COL all the way down to private attending High School sports in uniform. So just to point out one person in uniform during a function is just not right. This has to be the new Army because I have seen uniform violation off post in Malls, stores, bars all the time. No NCO or Officer will correct them because most of the time their in uniform doing the same thing...This didn't happen when I was in the Army and I know back in the Day you couldn't even go on leave from overseas unless you was in class A uniform. Going off post in uniform in public was not happening back ,and if caught you paid the price. I say NCO / Officer needs to go back to the basic, and start in forcing the standard once again. Not just talking about what you would have done. I am positive that we do have a lot of NCO/Officers that do take action when they see a soldier not in accordance with regulation, but we need 100% doing on the spot correction on and off duty. (Army strong)

I would need more information to decide what is correct action to take. Maybe this was a personal copy of the person who did it. If in fact is property of someone else, then destroying it is wrong and be dealt with. I didn't notice he was in what we used to call fatigues which aren't technically supposed to be worn off duty it's been a long time so I forgot it would've been really frowned on and could've brought a disciplinary action in my day

First of all Soldiers like to brag. As his leadership I would have mentored him about what is considered appropriate wear for a formal event as well as informing him of what AR and DA PAM 670-1 say. Then seeing the pic afterwards would have been a formal counseling for failing to follow an order and a regulation (AR 670-1 is now punitive). Some very creative retraining would be in order.

It's not a formal uniform. It's a combat uniform. However, it is not against the regulations to wear, so long as the soldier isn't drinking alcohol. It's not uncommon to see National Guardsmen and Reservists in full uniform, especially in a small town...

It states in AR-670-1 "The ACU is not normally considered appropriate for social or official functions, such as memorial services, funerals, weddings, inaugurals, patriotic ceremonies, etc. The ACU is issued as a combat uniform and is not intended for wear as an all-purpose uniform, when other uniforms are (Class A or B, dress, and mess) are more appropriate."

When FMF it was very simple, your cammies were pretty much for wear on duty. You didn't wear them off base, you didn't wear them out to eat in town even for lunch, and you wore them only off base when heading home. No exceptions except to stop for gas. It really kept any confusion down. You wanted to appear in public it was bless whites, dress blues, working white, or working blues. That was it, no exceptions to the rule. If you violated it, trust me someone would set you strait right on the spot. I was okay with it and it kept us on the strait and narrow.

When I joined the SCANG it was different and I never really bothered to learn the AR on it. I just went by the old FMF SOP I was used to. It kept me from making the any mistakes....I may have gotten in hot water, but never for anything like this.

I'm more concerned about why you are asking this in a public forum rather than addressing it with your supervisor? Yes I know, this forum is here to help at times. However, it does not negate the fact that your immediate supervisor is there to assist and mentor you as part of his job.

JROTC Does have ASU's but during a normal school day some JROTC programs have you wear ACU's one day a week and ASU's one day a week. But I cant recall if they wear the US Army or JROTC Velcro. And even most JROTC classes have some sort of patch to identify as a school or the JROTC patch itself. My opinion is he is most likely split ops and is finishing his Senior year. No Patch so he most likely graduated basic and hasn't been to AIT yet. Kid probably doesn't know what 670-1 is. No point in getting upset about this. He'll get to his unit and he will learn. And when he becomes permanent party his knowledge will grow.

Very good chance this is actually just the prom or homecoming court at a pep rally, which would put him on duty for the picture. Note the two cheerleaders in uniform. This is not a formal anything really, which means he isn't actually in the wrong. The formal presentation of the court usually has the females dressed up in a way you can't deny it's formal. It does look they did some sort of dress to impress day.

Perhaps everyone should refrain from braggadicious and inflammatory comments until all of the facts are in. Those aren't prom dresses I see on those girls, either. Looks more like a photo taken during the school day, and he appears more JROTC, than a member. No unit insignia? Well, then, he most likely hasn't seen training. Let the young man be proud of his current level of accomplishment, and if it's discovered he is wrong, then make a spot correction in private to avoid his embarrassment while bolstering his confidence in leadership.

As it was stated above, we are all just speculating. But I work in a high school and this is definitely home coming. The cheerleaders were awarded their sashes, because they and the boys were probably part of the homecoming court. I think this poster is just trying to stir up unnecessary drama. How anone who has looked at this picture and believes it's prom is beyond me. It's been a good chunk of time since I've been in high school but my somewhat keen eye seems to detect cheerleader uniforms and not prom dresses. Soldier could very well be a Guard Soldier who is in RSP. Kid probably takes a lot of pride in wearing his uniform and is young and not knowledgeable of regs. Pull him to the side, explain, let it rest.

When I was in the Air Force, from 85-05, it was impressed upon us that a utility uniform is for work, not events such as this. He should have worn his dress uniform as he represents the branch of service he is in. Regardless of rank or branch respect for the uniform also equates respect for fellow servicemen and women, but also his country and branch of service.

I just don't understand the lack of discipline that seems to be infiltrating our military. Too many engage in entitlement attitudes and forget the motto service before self. It's time to crack down and get discipline and decorum back in action.

So the person asking the question was in basic with this guy in the photo so its not rotc or jrotc. I hate the what if game or guessing or it could be crap, the question was how do you handle that sittuation when you have a violation of the ucmj. The answer is complex there are different uniform regs for ng and reserve compared to active duty, that said we know its a violation so as my srgnts would say its time for some retraining. Really, who gives a shit, we all did dumb shit as a Soldier. Nothing worse than a leader that forgets where he or she comes from. Use it as a teachable moment and explain the procedures. It boils down to "Do I have any reservations whether this is within the regs?". If you have even the SLIGHTEST feeling that it may be a violation... don't do it. Something like this can break a career. I was best man at a civilian wedding and wore my class A uniform. This is within regulations, but wearing ACUs when off duty to a school event? No, I don't think it is within regs. All of that being said, I would approach him discretely and "strongly suggest" that he remove the picture from his page to avoid having some "by the book" officer finding it and deciding to make an example. I believe that his heart was in the right place and there's no reason to harm his career over one relatively minor mistake. Good men/women are hard to come by, so give him the chance to prove his worth, but let him know that I will be watching, so he better shape up.

I got married at my BN conference room in ACU's and went to my Grandfather's funeral in ACU's because honestly I had no time at all to even change clothes or pack, for my marriage I had just drawn RFI after doing PT, had to pick up my wife and go to the courthouse for the document, then make contact with my family and race up the hill to BN. Many pictures are all over Facebook of soldiers surprising their family members at Graduations, school programs, etc. With the way things are going in this country right now, maybe we need more of this. I think everyone that is upset is not looking close enough at this picture. My guess is that it's Homecoming not Prom. I also think this the the Homecoming Court and was taken at the game. The kid in ACUs is probably in JROTC and they normally wear the ACUs to the game and present the colors and do Push-ups after touch downs. This happens at both college and high school level. Calm down everyone unless we actually know the story behind the picture.

Sp4 Byron Skinner…A rather tricky question. The fact that any military personal would wear there uniform off base is a tribute to the acceptance of the uniform has in a public setting. One is that seems odd is that all of the young ladies are wearing sashes and as noted two appear to be cheerleaders. It also appears that the person in back of the young lady on the left is also in a military uniform. This snapshot could very likely be from a civilian/military event that involved some kind of contest that these young ladies were in. There also appears to be some kind of award pinned on the soldier uniform. Since ribbons or medals are usually not presented but have been to soldiers in their fatigues…If this is what the Army has to worry about there are to many people in some support/service units.

So, who is failing in this photo? It's certainly not the relatively newly enlisted kid in the photo, is it? So this kid is right out of highschool, as his sweetheart is still in...probably home on hometown recruiting, or something similar, but lets assume hes on leave or pass for the event. Did he tell or inform his leadership of the event beforehand and ask for guidance as to what to wear? No, of course not, because all of you guys here would do nothing more than clown him....including that comissioned officer down in the comments a bit, "dork", right? Maybe if soldiers were comfortable enough with their leadership to ask them simple advice about an area of their life that is important to them and not be worried that their leadership is going to "post this pic all over the unit", we wouldnt be having this discussion to begin with. Sire, dude is obviously wrong in his wardrobe choice, but who is really to blame? You guys routinely let me down in the shallowness of your observations. I recommend telling the soldier that this is not appropriate and to remove the picture unless he wants to risk someone else seeing it and showing it to someone who will destroy his life over it (1SG). I would also like to recommend this soldier be re-trained on the proper position of attention as well as the position of parade rest. This could be a good 4 hour training or however long it takes to sink in. Perhaps some situational awareness training wouldn't hurt either. The three other males in this photo got it right. Well, a couple of things. First, as you are E-4 and stating you went to basic with the subject, just how is he 'one of your Joes'? Unless things have changed, a SPC is not in a leadership role. CPL would be. And mentoring; do you mean you would mentor or go to COC and request/recommend counseling? If this is not the actual person and/or picture, just how approximate is it? Further, what were the circumstances - was he home on leave, temporary duty, etc? On the surface, as two of the ladies are wearing their cheer unis, I would assume homecoming rather than prom, which may not be a 'formal' event, in which case, the ACUs are ok. As to how you would mentor - depends on your background with him and his background. If he is a 'problem' troop and has several issues already, a formal counseling session could be called for. If he is not and just did a dumbass thing, "Yo dude, at formal events you need to be in Class As" and before anyone gets in trouble, take down the photo.

I disagree with a lot of you, at worst it was intentional disobedience and at best it was active negligence. While SFC Damon is right, that they don't teach these things in basic training everyone knows

1) wearing fatigues off base is inappropriate

2) there is a code of uniform conduct for every occasion, anyone who cared about the rules and respecting the uniform would have taken the time to find out what the regulation was, because EVERYONE knows that "I didn't know it was against the rules" doesn't fly

I'm not saying throw him to the wolves, but neither would I let this go entirely if it were my position to be responsible for his discipline

1st. Many of us Jarheads don't understand why in the heck you other services insist on wearing your cammies, bdu's,fatigues, whatever, out in town. Us Jarheads are accustomed to getting chewed out if we are in the gas station getting gas too long. The fact that it's somehow ingrained that they can wear their utility uniform is why that young man wore them to a formal event.

If you set the expectations of when and where it's appropriate to wear your utility uniform and you play like the Jarheads do and call the juniors out on it when they screw up these problems become fewer and far between....... and my kids stop asking me why those people are wearing their cammies at a restaurant..... my kids even say that's unsat!

One, this could be anything. The backdrop appears that it could at a school. Two, the OP mentions they saw this on a FB feed. The edit clarifies it a bit but does not specify. Three, the lack of patches and insignia on the uniform speaks to the fact that this troop might have JUST been in JROTC and likely signed papers to join up. Notice the stance he has with feet together but hands behind his back. No DI worth his salt would let a troop escape D&C class doing that without dropping them on the spot for at least 50. This reads like the troop had not been to basic yet and was simply in school as JROTC. That they got done with the days work and were asked for a photo Op. Note that some are dressed up and some not.

I believe this is a presentation of the homecoming court during school on a game day. At my high school everyone involved in a football game could wear their uniform. For example, football players wearing their jerseys; cheerleaders in their uniforms; band members in their band shirts; and ROTC members wearing their uniforms.

First, since the faces are blurred, I don't know which one he is but I would say If he is the first or fourth person in front row then he is completely out of uniform and grooming. standards. He needs a haircut, those dresses are especially are way too short, and where the hell are his Pom-poms. Both individuals lack the standard amount of hair bows and their footwear is definitely lacking enough Kaboom accessories for a cheerleading event. It is appropriate in this photo opportunity to assume a super cheer position like a single leg Krakow with a high V arm pump or a twisty rumper bumper with a Gindy Up to show your spirit. He should be counseled that wearing that cheerleadering uniform ended sometime in the 90s and if those are wigs, he should be shown the Regs stating that Wigs, if worn in public, can not look like you borrowed it from your grandma. Finally, as Cheerleading is so close to being an Olympic Sport, he must counseled that any deviation from Uniform Code of Cheerleading Regulations could result in punishment such as but not limited to Burning his Pom-poms, stripping him of his cheer buttons, or expulsion by the walk of Cheer Shame. He should remember the Cheerleading Sacred Motto; "To Cheer or not to Cheer, WHAT a Stupid Question!.

In the early 70's a soldier was not allowed off post wearing what was then called fatigues. Only exception was going to/from off base housing with no stops in between. The rules were slightly relaxed when going off post for lunch at fast food places.

This looks like it came from the high school's nomination assembly. If he was a member of ROTC he would have been required to wear his uniform to school on days that he had ROTC. It may have simply been coincidence that the two events fell on the same day.

I was in Army JROTC before entering the Air Force and we always wore ACUs for everything. This looks like a homecoming court at a football game where said JROTC cadet was probably on detail and was required to be in ACUs. When it came down to formal dances we followed the schools dress code for the event. The only exception was the military ball we had every year.
Also while all active duty members must follow the required uniform regulations that is not the case for high school students in JROTC. So honestly, there doesn't seem to be anything wrong with this picture. Just a dude in high school walking his girl for the homecoming court.

Also notice he has no patches, etc. on his uniform and due to positioning you can't tell if he has JROTC rank on or not. I could be completely wrong but I'd give him the benefit of the doubt.

I replied below but from the perspective of the offense being him posting the picture on Facebook. Some did the same but others responded to physically watching it. I don't know Army regs and see Guardsmen and Army Reserves in utilities fairly often in town. I don't know all the various names for BDU's as we simply called them cammies. All others are dress uniforms which for most part are ok in town with some exceptions regarding medals etc. Unless regs have changed since I retired in 98 cammies are not allowed out in town at all. There were with minor exceptions such as going through a drive through window or maybe a quick in/out at convenience store. It would be a whole different animal for this scenario in USMC. Folks definitely know better and it would be dealt with a lot differently. Before I retired there were often stories of senior Marines ripping ear rings out of Marines ears in malls while in civilian attire and so forth because they are not authorized. Not condoning that but just saying that it would never be considered as even marginally acceptable in USMC. Not slamming Army at all, just noting differences in policy. Best Wishes to all.

Now on the Other hand, one disobeyed and was stupid enough to post pictures I would question my leadership and his mentality in a private discussion with his 1st line leader and him and figure out what is going on in order to determine how to prevent future occurrences. But remember we do not know the whole story from just a picture. It could have been a father stopping to pick his child up from school and her and her friends wanted a picture. Do not always assume the worst.

I am a military historian afflicted with a Cavalry smart mouth so I have met some very interesting characters over the years one was Ian V. Hogg (1926 – 7 March 2002) who was a real piece enlisted in the Royal Artillery of the British Army in April 1945. During World War II he served in Europe and in eastern Asia. After the war he remained in the military. In the early 1950s, he served in the Korean War. Altogether he served in the military for 27 years. Upon retiring in 1972, he held the appointment of Master Gunner at the Royal Military College of Science, where he taught on the subjects of firearms, artillery, and their ammunition and use. Hogg has been described by publishing people who worked with him as "an unassuming man, with a gift to pass on his knowledge at any level, and often with a dry humor" That comment about “dry humor” is typical British understatement Master Gunner Hogg told a story which to this day I do not if it was true or made up out of whole cloth but it brought down the house with laughter. It went like this “During the Second World War a subtenant of the Royal Horse Artillery was seen chasing a beautiful nude young lady through the hallways of Shepard’s Hotel in Cairo and he was in the same condition he was charged with “conduct unbecoming a gentleman holding the King’s commission”. During the courts martial the learned young barrister who was the council for the defense pointed that King’s Regulations stated that when not in uniform members of the service should be properly attired for the activates they were participating in. The courts martial agreed and he was acquitted.

That looks like Homecoming pep assembly, prior to the evening of the dance. Clearly it's not a formal occasion, as no cheerleader would attend a dance/formal in their uniform. Cheerleaders in cheer uniforms, a JROTC cadet in uniform, and the rest of the Homecoming court. They probably just found out who was selected for Homecoming Royalty, and took the picture during school. (1) Soldiers may not wear the combat uniform for commercial travel unless authorized IAW paragraph 3–7b through
c, above.
(2) Personnel may not wear the combat uniform in off-post establishments that primarily sell alcohol. If the off-post
establishment sells alcohol and food, Soldiers may not wear the combat uniform if their activities in the establishment
center on the drinking of alcohol.
(3) The combat uniform is not normally considered appropriate for social or official functions off the installation,
such as memorial services, funerals, weddings, inaugurals, patriotic ceremonies, and similar functions.
(4) Commanders may further restrict wear of the combat uniform IAW paragraph 2–6c

Before saying ANYTHING_have the facts, because if YOU are wrong-you're butt is in a sling and a young ladies reputation IS damaged!!! What if it's his sister,cousin? Could be a girlfriend, but remember-HAVE FACTS BEFORE ACTING!

i saw a soldier at our local mall with aviator sunglasses and white gloves in a class A uniform. he was trolling for girls. what a loser.
