I agree paperwork is not in order, unless this is a repeat offense. And not knowing this is wrong is not an excuse, as everyone is instructed on it in basic. However, in my opinion, I would have a discussion with said individual, and make it crystal clear this is incorrect. I no longer know all the regs, however, he should be made aware of what it says, and that it was inappropriate and unbecoming and why, and since I&#39;d assume he is a young man, chalk it up as a learning experience for him. At worst I would keep a notation on file, as to the discussion so if it does happen again that there is a record to fall back on, like we used to call letters of counseling. Our duty uniform, at the time, was BDU&#39;s. So therefore if the kid was helping at a recruiting function at his high school and was at the ball game helping out. Was voted as one of the court for say Homecoming, and was in his ACU&#39;s ON DUTY for the recruiter. Then they took the pictures then and there. Then he is with in REG&#39;s. <br /><br />Just because you see the photo you don&#39;t know what is going on. <br /><br />Now if you see someone out after duty hours at the club or at the local watering hole, then yes, that is and issue. Since you do not have the whole story and are not there.. I would say you would do well to stay out of it. Assumptions are dangerous things. <br /> If this was a subordinate of yours then you should ask him about the picture and see what he says. You could be mistaken on your assumption. Most people usually are. If you find he is in fact violating code then have that discussion. You are obligated to do so as his superior. I also know most other branches have some form of a dress uniform which would have been more appropriate. Then I would go into the other dangers... if he was over age and his date was underage. If there was underage liquor at a prom party (because we all know what happens at proms). Make sure he understands that as a service member, he is held to a higher standard than all the friends he used to hang out with.<br /><br />I wouldn&#39;t do paperwork on him as long as this was kept in house. If someone higher on the chain brought this to your attention, your hands might be tied. My opinion is he is most likely split ops and is finishing his Senior year. No Patch so he most likely graduated basic and hasn&#39;t been to AIT yet. Kid probably doesn&#39;t know what 670-1 is. I hate the what if game or guessing or it could be crap, the question was how do you handle that sittuation when you have a violation of the ucmj. The answer is complex there are different uniform regs for ng and reserve compared to active duty, that said we know its a violation so as my srgnts would say its time for some retraining. This snapshot could very likely be from a civilian/military event that involved some kind of contest that these young ladies were in. There also appears to be some kind of award pinned on the soldier uniform. As to how you would mentor - depends on your background with him and his background. This looks like a homecoming court at a football game where said JROTC cadet was probably on detail and was required to be in ACUs. When it came down to formal dances we followed the schools dress code for the event. The only exception was the military ball we had every year. <br />Also while all active duty members must follow the required uniform regulations that is not the case for high school students in JROTC. Some did the same but others responded to physically watching it. I don&#39;t know Army regs and see Guardsmen and Army Reserves in utilities fairly often in town. I don&#39;t know all the various names for BDU&#39;s as we simply called them cammies. All others are dress uniforms which for most part are ok in town with some exceptions regarding medals etc. Unless regs have changed since I retired in 98 cammies are not allowed out in town at all. There were with minor exceptions such as going through a drive through window or maybe a quick in/out at convenience store. It would be a whole different animal for this scenario in USMC. Folks definitely know better and it would be dealt with a lot differently. Before I retired there were often stories of senior Marines ripping ear rings out of Marines ears in malls while in civilian attire and so forth because they are not authorized. Not condoning that but just saying that it would never be considered as even marginally acceptable in USMC. Not slamming Army at all, just noting differences in policy. Best Wishes to all.
