My state just issued out a WARNO stating that General Order #1 was in effect from today until the 6th of November (for likely call up issues). Does it legally apply? Asking for my own knowledge.

Are we talking about staying at your post and guarding everything until relieved?

If you aren't on orders there isn't a post you are assigned to, and it's generally impossible to guard property from home. What violation would there be if you have no post?

Is that particular NG hedging against damage of military property after election results?

At most I suppose one would have to care for their TA50 or assigned government laptop.

A GO is generally different than the three orders of the guard.

In COVID times, GO1 covers travel limitations (travel radius, off-limits locations, etc).

I believe the inquiry is directed at the General Order that forbids the consumption of alcohol. Lately reservists on Active Duty are not allowed to drink months before their deployment during train up and even weeks after their return. This Order is quite often disregarded by soldiers.

Are you on some sort of official duty status? E.g. drilling, on orders, etc...

Then highly doubt it. No official status then no applicability. Like you stated, it’s more of a heads up. That said a bit of logic never hurt.

I think that if you are not in "drilling status" then then the GO does not apply to you. You have to be assigbed to an unit in order to be called up.
