I have a tattoo on my chest, that doesn't go past my collar bone but will show if I am not wearing a skivvy shirt. The current policy says that if it does show, then it is unauthorized, BUT as far as I am concerned we will never be told to not wear one, so you wouldn't see it anyway. Am I in regs or no?

You answered your own question - You stated the regulation and then stated your opinion lol... That being said wearing a t-shirt is optional, excluding a few circumstances - one of which was mentioned. If you can see the tattoo then wear the T-shirt. You can look the orders up from Marines.mil, in the Marines section under the MCO. The uniform order is MCO P1020.34G W/Ch 1-5. I would double check the uniform order and the tattoo regulations to verify BUT remember this - A Commander may require the wear of T-shirts for uniformity/formations/parades etc.

Sgt Brian Benway - Sgt's better damn well think haha.. that is what you get paid for in my opinion but then again I am just a grunt. I expect my Sgt's to get the information that they require to be successful. If they need help getting in that direct gtg - but the looking up process is a part of the learning process. I have a lot of chest hair and a lot of times choose to not wear T-shirts - and got called out by SgtsMaj on it... and they are right. I trimmed the top and boom - back within regs. Easy day.

a unit CO can always add to requirements, but can never take away from requirements. you are absolutely right.
I think, however, regardless of the requirements, a white shirt is just more professional, and there's very rarely any good excuse to not wear one. (if you can think of a truly good excuse to not wear a white shirt, i'd be interested to hear it)

As I would see it, as long as it does not show while in ANY uniform, then you are good to go.
