Not signed because it is still being drafted or staffed. Not signed because they didn't want to sign it. It could be that it is signed and rather send out the pdf of the signed version they sent the word document unsigned. You'll see orders written and pushed out by operations with the bosses abbreviated sig block, but not signed and those are legit. So it just depends as you need more context. <br />Some policies are required by regulation, but most are never read. And all the additional policy letters are just forms of communication. If the memo is important enough to be sent to an individual do the individual the respect of signing it. A mass mailing generally goes in the trash. Even official orders and directives are signed by numerous people to make them official. Depending on the context in which you receive one, you might check it out with the sender (or their office) to give them an unofficial 'FYI' it was unsigned or ask them if they had any additional info to add, all done tactfully of course..
