Is a memorandum still good if the undersigned does not sign it??

If not signed it could be for various reasons. Not signed because it is still being drafted or staffed. Not signed because they didn't want to sign it. It could be that it is signed and rather send out the pdf of the signed version they sent the word document unsigned. You'll see orders written and pushed out by operations with the bosses abbreviated sig block, but not signed and those are legit. So it just depends as you need more context.

SSG (Join to see) - Did it come from the 1SG, the ops NCO, the CDR? Based on who it came from ask them if it is draft or published. Based on what it wants, you can follow the intent. If being pushed around for having violated it, they are going to have to provide a signed copy to make it legal, but you can seek legal guidance. It could be old though and all commanders always say all policies and procedures remain in effect.

It is dated for 5 April 2016. I am not sure if it is a draft but it can't be published unless there is another copy with the commanders actual signature on it somewhere. How could you show that there is or isn't an actual signed copy?

SSG (Join to see) - You have to ask. If it is a recent date that makes it more likely it is a draft or being staffed. It is common for commanders to create one or take a borrowed product, but elicit feedback. Only way to know it to ask. Just use your support channel and enjoy your week.

SSG (Join to see) As a general thing I personally consider an unsigned memo which is addressed to me is a sign of disrespect or worse. If the memo is important enough to be sent to an individual do the individual the respect of signing it. A mass mailing generally goes in the trash. Even official orders and directives are signed by numerous people to make them official. Depending on the context in which you receive one, you might check it out with the sender (or their office) to give them an unofficial 'FYI' it was unsigned or ask them if they had any additional info to add, all done tactfully of course..
