Is an EPR Supervisor limited or constrained in how many exceeding ratings he can give?

So today I came across a question on the new EPR system for E1-E6 and I am trying to get an answer. So as I understand it the Commander will have a "Maximum" number of Must promotes that they can give out across the squadron. Now lets say you are the Flight Chief and you have 6 Airmen do you as the supervisor also have a "maximum" number of Airmen who can get the Exceeds all?

Ao glad I have retired.
You can only have one winner everyone else will be second or below.
We must be able to accept that 95% of the people will be average, there is nothing wrong with that.
3 should be normal
4 should be exceptional
5 should be our f---ingstanding( very rare)

Thank you sir for your reply. I agree that not everyone is a winner for playing and I am good with that because not everyone is #1 and life is that way. I am just trying to get a as much as an understanding as I can as I get told one thing by one NCOIC and something different by another.

That's the problem the whole rating system and the reason we went from APR to EPR and now to the new system. They tried to implement a quata system going to the EPR. It still and will always remain the NCO who must evaluate each person against his peers. Not everyone can be a 5 and until the NCOS get on board and not be afraid to rate people according to what their people really are, this system will remain broken

My understanding is the CC is limited under force distrubution in giving out the top two promotion recommendations but the supervisor isn't limited in their individual markings. So in theory everyone could have been marked as "exceeding most, if not all standards" but not everyone can receive the "promote now" or "promote" recommendations from the CC.

This is exactly the problem I am running into because that was my understanding as well but today I was told that the Supervisor is also limited to the amount that they can give. I am just trying to get the correct information before I come out blazing saying I do not lie the new system.

Happening all over again. When APR's gave way to EPR's, I went from a perfect 9 APR to a 3 EPR because they could only give one airman a 5, two could get 4's and the rest had to be 3's (or lower if merited). This cycle will always rear it's ugly head.

TSgt Joshua Duplin Not pretending to understand the new (ever evolving and differing between all sections) system. Have been retired 5 years now and can only rely on personal experience. As much as people try to equally enforce any new rating system, you will always have people who don't understand it, enforce it more than others, or adhere to old system. Either way, some will prosper from it and many will be hurt. Wish you the best in your endeavors.

MSGT Looks like the AF has made it tough to get a true picture of a NCO. I take it a 3 isn't all that good. Seems unfair to go to 3 from perfect 9's. When I was in they looked at 10 years of APR's, I think that was the number. But rating officals do have a tough job. I wrote one APR 5 times as a SSgt but the MSgt didn't accept it. But he didn't know after two i had another Msgt and a TSgt help me with the APR. That was one of my luck times, I didn't work for him long enoughfor him to write mine.

MSgt John McGowan - Knew a NCO that compared original EPR to final and found it had come full circle. After that he turned in all EPR's at latest date to minimize others time with them.

Exactly. Each ssgt had 2 SrA under them. The ncoic said each staff could give only 1 five rating. What happens when the 2 best troops work for the same ssgt?? That happened to me. Firewall 9's to a 4...killed my chances for ssgt. It all tricked upwards..
