I’m almost at my 18 months TIG as a 2LT in the National Guard. I have about a year of unrated time I’ve served as a PL and the other 5 months was for BOLC. I’m just wondering if an OER is required in order to promote because if so, that means I’d have to wait another whole year to even get promoted at the state level. Any input would help.

Why unrated time as a PL? Even if not MOQ you still been rated.

Also, for BOLC you get a DA 1059 so you won’t go unrated for that block of time. You really need to get with your raters on that!

All of the PL time was prior to BOLC which is why it is unrated time.

2LT (Join to see) you still have to get an OER with whatever codes for that unrated time. Get with your rater chain and discuss the issue after getting to l ow AR 623-3. Remember, they are required (non negotiable) to counsel you in a quarterly basis.

MAJ Javier Rivera - Anything prior to completion of BOLC is unrated time. In the Guard and Reserves that could be 3 to 12 months. BOLC is also unrated (on the OER it is unrated code S, because that time is rated on an AER). The rating chain should wrap up an OER as soon as they have 120 days past BOLC, with the pre-BOLC and BOLC time unrated codes, and the last 120 days rated. 120 is the minimum for the reserve components, like 90 days for active.

That I know SGM (Join to see) . But from the original post -and I could be wrong - 2LT (Join to see) has absolutely nothing: no AER nor ORB to account for all that time.

This is a question you will need to bring to the National Guard. It is impossible for an active duty 2LT to go that long without an OER.

The answer is they're lazy and don't want to do one. Ask your Officer's branch at state HQ what needs to happen. They will set you in the right direction. Once they confirm you need a yearly OER, have them email that and take it to your commander/rater (whichever) and move forward. Make sure you have your OER support form completed so you have your part done. Good luck.
