Not only that, but the POTUS needs to recognize the threat, too. They all claim to be itching to go and fight but it's another small war and counterinsurgency operation. We have seen the military's reluctance over the past 13-14 years to do what is truly needed to fight these wars. They want tanks, and strategic bombers, and big ships, and those don't fit into these small wars. Even more so as these wars are ending (and restarting in this case) the services have been transitioning back to a Cold War-esque footing.
