I think they are slowly turning to realize the threat, however, the atmosphere in Congress changes every 2 years. Not only that, but the POTUS needs to recognize the threat, too. It does no good if Congress recognizes the threat, but the CIC still thinks of them marginally.

I expect them to do what they usually do, hem and haw about things but do nothing to improve the situation, so Status Quo it is.

I think the real problem might be that the military still does not want to do this mission. They all claim to be itching to go and fight but it's another small war and counterinsurgency operation. We have seen the military's reluctance over the past 13-14 years to do what is truly needed to fight these wars. They want tanks, and strategic bombers, and big ships, and those don't fit into these small wars. Even more so as these wars are ending (and restarting in this case) the services have been transitioning back to a Cold War-esque footing. Personally, as it stands, I hope Congress maintains the status quo because otherwise it seems we will just draw ourselves into another dozen years fighting in the sandbox because our military doesn't want to do the mission right.
