Is "evidence of injustice" required for a retroactive Combat Action Badge?

I am working on putting several Soldiers in for a CAB they should have received for actions on their last deployment. The circumstances of the mission met the requirements for the award of the CAB, but they were not awarded the Badge.
The HRC website states " Requests for retroactive award of the CAB will not be made, except where evidence of injustice is presented. "
Would the Soldiers not receiving an award they were qualified for count as injustice in this case?

I'm currently working the same thing. Yes, it is required.
Gotta prove something weird happened as to why it wasn't awarded

My understanding it a letter of lateness explaining why the CAB was not awarded would be sufficient.
