You're going to have to give more information, but BC's and BDE commanders typically handle these kinds of issues in my experience. Sometimes they delegate it down.

It shouldn’t be normal. They can both lose money and rank if the commander wants to make an example out of them.

You only see what's happening to your friend, you most likely won't see what happens to the PSG. Just because you don't see it, doesn't mean that she isn't facing any repercussions from her actions.

Your friend is getting a slap on the wrist. That PSG is seeing the end of their career and possibly being kicked out a few years shy of retirement. It's very, very difficult to take rank from a SFC, but it's a very simple thing to let QMP evaluate and kick them out.

Back in the 1972s I knew a male E5 who dated a female 1LT. The lieutrnant caught a lot of flack from the other officers, she was the only female officer in the unit. Nothing happened to him. She resigned her commission and he ETS'd. They got married and he became an engineer. It was not uncommon to hear of male officers dating female enlisted but you never heard anything about it. The Army appears to be selective about who they decide to punish for fraternization. You can count on the command taking action if the relationship gets toxic or affects morale.

Way back when at my second AIT, we had a verynlarge platoon (250ish) and a very large portion of that was re-class (MOS-T, 80ish). We had over a dozen FG art 15s for fraternization, with almost every single person losing rank, from PFC to SSG.

Yes, in my experience FG is normal.

Your friend is getting the light end of the deal- if they are still young and have time, they can soldier out of it maybe. The PSG on the other will get an NCOER that makes Trump/Biden look like Angels- no promotion board is going to touch them and QMP will be on them like a steak dinner
