It&#39;s the amount that you would have to receive in pre-tax income to equal your tax free income. For instance, say your BAH is $1200, and you receive $14400 for the year in tax free income. If your tax rate is 12% you would have to earn $16363 in pre-tax income in the civilian sector to equal the $14400 tax free value.
