If a soldier presents with hip dysplasia and it’s confirmed that they have it in cadet basic camp and it causes the soldier enough pain to where it’s unbearable during rucks, can said soldier leave the service and if so on what terms

It is a medical disqualifier. This is from DODI 6130.03, dated 30 March 2018. As for what terms to leave service, it will more than likely fall under a medical discharge.

Usually if the medical issue causes that service member to no be able to complete the requirements of service, it can be used as a disqualifier. Are you in a ROTC program?

Talk to medical personnel and legal.
