My personal feeling is that it is indeed inappropriate. Using official communication channels for frivolous conversation clutters the system.

Inappropriate? That’s up for debate I suppose.
Foolish? Yes. They tell you when you’re logging in that it’s monitored. It takes one IT nerd somewhere in DoDs basement to see something they don’t like.

Mr. Coffman-Refer to your unit SOPs, prevailing Army regulations, and common sense. If you're emailing another LT you know about their experience at a new command...and keep it professional, I'd say there's little chance of any trouble... if you're asking another member out for a date, discussing each other's views on politics, or revealing information that belongs on the secret side... that's a paddlin'.

I don't see an issue with it. Most agencies have installed messengers for this same exact purpose. The messages are usually stored in the email folder. As long as you understand anything you say will always be open for public viewing, I don't see any issue with chatting about how well your favorite football team did the night before
