There's nothing wrong physically or mentally health wise. We already have two children.

What if I get Gov't housing? Will my sister-in- law's family have to get passes?

Talk to the Security Police or the Legal Office. They can probably issue a year long pass that will have to be renewed. As for the Commissary or BX, they would have to go in with an ID card holder.

SPC (Join to see) - those terms should be in your lease with the Privatized Housing provider or the SOP of the servicing Housing Office. As for access to the installation, you need to go to the installation visitors office. My understanding is that under certain threat conditions they could be barred from entry.

I suspect that unless they are dependents, they will not be able to live with you on a permanent basis. Most installations allow temporary guests for several weeks. A privatized provider may have a way to increase your occupancy.

If you are off post, of course. If you are on post you can get a waiver for a period of time in an emergency situation. However, as stated by many they will not be able to live with you permanently without dependency. Thank you for your service.

No issues of living off post. On government quarters the story is different! That been said, make sure the move won’t be a problem in your career. Family dynamics can become very weird really quick!
