I recently received a Field grade Article 15. I was an E-4 (SPC) reduced to E-1 (PVT). Well Im about to hit my 5 year mark on 04 Feb 2018. Im currently deployed on a 9 month rotation. I am tracking that RCP for private is 5 years. I am trying to find out if it possible to extend my RCP date to my current ETS date of 04 FEB 2019 once my flag is removed. My unit isnt giving me any information on this and my career counselor is never here.

You can't extend an RCP. When you were reduced your ETS date should have been adjust to your new RCP, or six months from your reduction if you were close to your RCP.
Chances are you will fall through the cracks, get promoted again and your RCP will be 8 years once again. Or, your Career Counselor will catch it and adjust your ETS and you will have 6 months to transition.

Will this type of discharge be considered honorable or is it more like commanders discretion?

This isn't a discharge, it's an ETS. You're simply ETSing because of your RCP. If you had 6 years you would even qualify for separation pay. You will keep all benefits as a normal ETS.

IDK for sure but having Article 15 on your record does not look good. Good luck. Maybe reach out to a recruiter.
