If you high school scores are good and you have high enough SAT or ACT score you should be good to compete. If you show your value you will get a 3 or 2 year scholarship. However, once a student is in college and taking AFROTC the odds of getting a scholarship increase significantly for cadets. Many schools have their own scholarships that are awarded to cadets. Get in to college, do well in school and be active in your Detatchment. Of course each branch is a little different, AF is stricter on some things than the Army is (I’m in Army ROTC). You can always apply, but I’d recommend contacting the recruiting/retention officer at the school you plan to attend first as he will know all the “fine print”.
