Is it possible to have a NCO removed from his position as PLT SGT due to his lack of professionalism and neglect of his soldiers?

Also, you can't make an inspector General IG complaint, you have to go through your chain of command. Since your squad leader or team leader have to go through your platoon sergeant, go to your first sergeant and explain your situation. If you have evidence that he stole government or other things that are prosecutable under UCMJ, you can make a formal complaint to your command through the first sergeant and your platoon leader. If you have them both together, I doubt you will get disciplined. As a specialist, they don't write you up with and evaluation report so make sure what you have is provable. LTC (Join to see) - Another option is to file a complaint with CID ... BUT, no matter which course one takes, it better be a SOLID and proveable case. If it's found to be frivolous, doom on the person who tries to remove any senior leader. If it's a case of neglect of soldiers, then it's, "only," a chain-of-command to handle.

It is possible. But that is the decision made by the Commander. After being provided hard, truthful and compelling evidence. If you're having/seeing problems...address this with your Squad Leader and Platoon Leader.

Commanders have a lot of latitude when it comes to unit structuring. They can pretty much hire/fire internal unit leadership as they see fit (within reason) depending on circumstances.
Make sure the juice is worth the squeeze before you start selling lemonade though. Ask yourself this question: "Do I have enough hard irrefutable evidence to obtain a conviction if it were presented in court?" You also need to make sure it truly is unprofessional and/or neglectful conduct and not just a case of "I don't like SGT Hardass because he/she makes me adhere to standards."
Assuming your allegations have merit, what is the rest of the platoon members saying? Are they making similar complaints? What are the Squad Leaders saying? Are they willing to back the allegations you've presented? If not, you might want to reevaluate before you kick open a hornet nest and get stung. Best case, engage with your PLT Leader via your squad leader. He/she may already be watching the situation and just needs someone to step forward.
