They could, however I do not believe that civilian or privately owned radio stations are permitted to broadcast on frequencies 30.000 to 89.900. Which is what the RT 1523 operates on.

It was possible to do that with the old delta models but not with echo and up.

yes... But
if you have an FM Station operation in the range of the RT and if their Tx Freq. is with in the frequency range of the RT

Example... when we were in Uwharrie National Forrest, we used to Listen to the TV Stations WBT and WSOC out of Charlotte & WFMY out of Greensboro because they TX the sound/voice on FM,
It was not secure... and the Power the put out was much greater than that of the low powered radios we carried...

Back when television stations broadcast in analog some station audio carrier freqs were in the same VHF range as a SINCGARS and you could listen to TV channels. There was no squelch tone so you had to turn your radio to squelch off. Now that television stations have switched to digital broadcast only it's not possible to pick up any television channels. The VHF band of 30-87.975 MHz is not military specific. There are civilian and government operators on those freqs. That is why you have a spectrum manager and hopsets have lock outs.

Also if broadcasting a radio station on a certain frequency you risk no one else being able to talk on that freq. A method that I used over seas as I flew alot on MH47 and blackhawks was made a connector that plugged into my satcom radio with two output connectors one to 5 prong radio connect that connected to my peltor and other 3.55 Mm audio Jack which plugged into my iPod or mp3 player so I could listen to tunes during flights and all that jazz. It was tested extensively 3 tours and worked awesome. No radio bleed over and when transition comes in the iPod music mutes until transition is over.

That would depend on the receiver of the radio, does it cover the range of Broadcast channels, my bet is it doesn't by the way?
