Made the mistake of not attaching a memo about reasons as to why I need/prefer to go into the IRR, not just because I’ve completed 6 years.

TPU unit is giving me a real hard time. I tried to put in the packet as soon as they’d give me the go & did not expect for the orders to take so long, much less sit at someone’s desk for more than 50 days.

The USAR personnel action guide checklist for IRR transfer includes the Soldier's statement/justification. I searched your name in eActions (database for transfers) and didn't see anything. Are you sure the packet has been submitted?
Typically, I am able to get orders in 30 days for Soldiers who have completed their 6 years and request to transfer once I submit a completed packet in eActions.

My packet has been kicked back and they are now just requesting a justification memo. Is there a particular reason as to why this has happened?

SPC (Join to see) - Your ARA used the wrong packet in addition to an old checklist. Then it didn't get properly routed. Should have used Checklist T1A1 in the first place (checklist pic I posted in initial response) and sent strait to the RD for orders. There is no request for a justification memo in the file. They are directing the correct packet be submitted. The correct IRR packet requires a Soldier statement on why they no longer want to drill.

So this has nothing to do with something wrong on my part or my 6 years in the Reserve. I am under the impression that I don’t have any issues or flags to impede receiving orders.

My UA is requesting I send up the justification memo she typed up and just sign off on a new 4856. Should I type my own memo out with more detail/clarification other than just 6 years completed & to focus on a career? I’m not really getting any feedback from them or reasons as to why this is happening. So I’m wondering if the memo itself will make much of a difference in receiving orders?

The kick back has nothing to do with your service. It is an administrative error.
You will need the commander's exit counseling. The retention counseling and 4651 you previously signed can be used in the correct/new packet. The memo should be a statement from you explaining why you are done being a TPU - it's up to you if you sign what was typed for you or if you do your own. The memo will not be a determining factor for the office cutting the orders.

I see you are Logistics.
Are you on the West Coast? It's the nature of things out here for that kind of stuff.

If it were one of my soldiers' IRR packets that met the 6 years drilling time I would put more emphasis on the contract terms and regulation as the reason to process the packet. That way, regardless of rank of the decision maker, the decision has already been made for them. They should merely execute the action in accordance with contractual commitments on both sides.

It's all about using your chain of command, and lining your ducks up. Use your Military E-Mail for correspondence through your chain of command. Be professional, and communicate all the things you did to execute the IRR request,and show you executed administrative tasks put in front of you.

Then after you are not happy with that, go up a level in the chain of command. Repeat the process.

I'd say after about the Battalion level you are best to start communicating to the IG.

Then, once the IG has spent too much time on it you'd make things easy for your Congressman.

I'm going to guess once IG gets a visual on it it will be done, but you need to exhaust your full chain of command, and lay the foundation for an IG representative to communicate to the levels higher than them a solid case of documented communication has been made should the situation go outside of the USAR.

For all you know, the company commander has done nothing with the packet (the first signature). Or is it stuck at Battalion, or suck at Brigade?

I'd encourage you to research your TPU options and try and find a unit with an OPTEMPO you can coordinate with your civilian life. I know it's easier said than done, but once you have that ability to hunt around for positions to fit your life the USAR can be pretty beneficial.

Keep that in mind once you get into the IRR, because from there, you can pretty much go anywhere you want in an open vacancy you hold the rank and MOS for without any song and dance. Just be aware where you are stepping though.
