She heard a similar rumor. I'm sorry I can't give an affirmative yes or no. All 68-series MOSs complete an online “Phase 1 (Distributed Learning)” that is administered by real humans and therefore has limited slots available. Maybe that’s what you’re asking about – yes, it’s an online course that requires a separate ATRRS reservation, and has real people who grade assignments and monitor milestones along the way. And yes, it is probably backlogged.

Phase 2 is the resident AMEDD phase (all 68-series), and Phase 3 is the resident MOS-specific phase. I’d imagine that they’re all “backlogged” due to there being more Soldiers eligible than slots available. It’s important to realize that it’s not simply a waiting list -- it’s an Order-of-Merit List (OML). It’s not simply X months’ wait; your place on the OML will shift based on various criteria (mostly, your official promotion points versus those of your peers). It’s also noteworthy that SSGs are being placed at the end of the OML, since (in theory) they should have completed ALC by now.

Also, I don’t know how ARNG factors into the OML, but if I’m not mistaken, there are ARNG NCO Academies that you might be able to attend instead of waiting on the OML.

BTW: It used to be worse. Up until 2014, SSD2 was called “ALC-Common Core,” and that was “proctored” too… with a different OML! That being said, I went to the board 2 weeks ago, and was already slotted by HRC for Phase 1 with a start date of 24 July. I'm not sure if there will be a long wait between Phases 1&2 or between 2&3, but if I hear anything else, I'll be sure to share. I am an AGR Medical Readiness NCO in a E-6 Position and have not been able to complete the DL Phase 1. My unit has been trying to have me enrolled since October 2015. What are the chances and slots looking like for NG in FY 18? This STEP Program is a huge issue because I am losing money and am in the position of a E-6. Right now if the reservation rolls for Phase 1 I will not be complete with all 3 phases until July 2018. Thank you for the time and help with this.
