"I applaud the Los Angeles City Council for their action today in earmarking a necessary initial investment that helps launch my comprehensive plan to tackle homelessness."<br /><br />On patrol with Skid Row's 'angel cop'<br /><br />Since the mayor took office two years ago, homelessness in Los Angeles has increased 12%, according to figures released by the Los Angeles Homeless Services Authority.<br /><br /><br />The state of emergency motion mentioned some of the reasons why, including a shortage of affordable housing and the lack of emergency shelter.<br /><br />Los Angeles has one of the largest unsheltered populations in the country, and more than an estimated 25,000 homeless residents. Some of those men and women live on the city's infamous Skid Row, a makeshift camp on public sidewalks that stretches for blocks.<br /><br />The motion described the homelessness crisis as "unprecedented and growing."<br /><br />Homeless man shot by LAPD: Who was 'Africa'?<br /><br />"The proposal is more than just words. It calls for the fast-tracking of and a special, streamlined process for affordable housing. To day most of the houses they built are still empty because the city planners forgot to plan for places of employment. Still today they build houses all over the country and find no relief to their poverty problems. <br />The homeless really need good jobs. Providing better employment opportunities allows them to solve their own problems and is a long term solutions. Building homeless housing is important, but...<br /><br />Without proactive programs in place to deal with the mental health, addiction, physical health and other issues surrounding homelessness, this ends up just being a warehouse. It's better than them being on the street, but it's not enough...<br /><br />The rub is getting Congress to fund things like this, because as I've said, all the foundations and charities in this country will NEVER have enough money to do this work...
