From my experience over the years if they will provide vending machines, you can't do it. If not, you have a starting point but JAG would be the correct place for ensuring that you are within the legal lanes and have all the waiver memos and money handling procedures on file. There is ZERO personal profit. All funds earned with the exception of replenishing stock will go towards the unit. You could buy sodas, candy bars, chips, and burritos and sandwiches. Our Captain and Lt bought on a regular basis. I once saw an inspecting Lt Col buy a candy bar and coke so if it's against regulations in the USMC it must have been one no one cared to inforce. Go to JAG for how the "donations" must be presented. I had one at our last unit and it was completely donations only, but it raised sufficient funds for the "cup and flower" fund. There are also monetary and fiduciary responsibilities for the funds holding and distribution.
