Sir, from what you posted, they seem to be.

deliberate: at each rank, there are goals and objectives to achieve.

progressive: which build and prepare us for the next rank and their cooresponding goals adn objectives.

continuous: cycle repeats it self. Also smaller cycles within the bigger cycles.

We have to take the lead in our own self development, but through education, training, experiences and mentorship there are plenty of opportunities to grow.
