At a early age you have only 1 view you and that 1 next guy in a khaki the officer type the CO XO etc gods from another planet who have all the answers and could blamed for every failure.

You are unaware at the time the level of bureaucracy and leadership and creation of commands and operational conditions and budget cuts during downsizing or all the other parameters actually create s scenario on the unit level that is breaking everyone as the leaders are in fact just human as well and it rolls down hill when you are 18 e1 just starting out

SSG Bill McCoy - It is understood at the minimum my expectation of the 1SG is to monitor the PSGs, who will monitor the SQLs, who will monitor E-5s, who will monitor the troops. Of course there is more to the monitoring, but those are minimum standards. This should shape the conditions for issues to rise to the top. In the case of the NCO who forced troops to work late unnecessarily, I expect his/her supervisor to correct the situation. There is no room for leaders to be ignorant and apathetic. That is not taking care of troops, that was abusing the troops.

I would get to the bottom of how the chain of command failed the soldiers.

It tells me the leaders were not doing their jobs monitoring subordinate leaders and there are leaders in the chain of command who don't give a damn about the troops. It makes me mad just thinking about this scenario. I have only gotten really pissed one time in my career, but in this situation I would want to administer some pain to the chain of command. Always, always take care of the troops. I would definitely go to JAG to see what kind of punishments I can mete out.

I have been in the pre-war military. We didn't get much funding but my unit was not toxic. The military in itself can not necessarily have "toxic parameters" but it is the execution of the mission that can become toxic. It "toxic parameters" were a thing then every leader in that assignment would be toxic. Toxic leaders do exist but they are not that common.

1998 5040.1A

Subject: Reserve Administration and Training Evaluation (RATE) Program
4. Background
The Rate Program was initiated in response to Navy Inspector General report documenting systemic weakness in the training and administration of SELRES Personnel assigned to NRF Ships
SELRES Personnel assigned must be ready to mobilize on short notice and, as a result, be maintained at the highest state of readiness.”

You are an O.

Please tell me what you think of this 1998 Navy instruction referencing a Navy IG report documenting "systemic weakness" on the NRF Guided Missile Frigates I had been assigned from 1994-1999. 1998 Coincides with the year MEPS Permanently Profiled me 3P for Spine Musculoskeletal and Psych and stopped my Navy Army Transfer and sent me back to the same ship, with not even a bandaid, or follow up questionnaire like ARE YOU ALRIGHT MAN?

Man I know you have been through a lot, I trust your opinion. I may have questions.

But the red flags and build up for a IG to actually investigate your operational unit must be of some consequence beyond a young e3 in some dangerous part of the ship in deck.
