He just empowered bad behavior on the part of both the police and the citizenry. This social disorganization is a result of residents failing to control the errant behavior of other residents who are deviating from social norms. Some of the causes of social disorganization are urbanization, residential mobility, family disruption, poverty, unemployment and income inequality. When you address the the conditions that are creating the social disorganization you stabilize the community. Much like the conditions in the middle east are now more conducive to an increase in crime due to the social unrest and disorganization. The educated folks will see his comments for what it is - an attempt to transpose the blame on to others. <br /><br />Additionally the percentage of people on welfare has been on the rise since 2001. Common sense tells you that such inducements do not foster independence. But as the numbers indicate it appears that individuals seem perfectly willing to give up that independence for security. This correlates to higher crime as welfare helps to support or enable single parent homes. There is tons of data showing how one parent homes promote criminal behavior. The truth is our major cities are being governed by democrats - New York, Los Angles, Chicago, Houston, Philadelphia, San Antonio, Dallas, San Jose. Out of the ten largest only San Diego wasn't - The violent crime rate in San Diego fell 6 percent last year to its lowest figure in 35 years. But of course I'm sure the cops there are just as apprehensive in preventing crime. SPC David S. Entitlement mentality, corruption of officials at all levels (really, how many other States can say that 4 of the last 7 governors have been to prison?), and a huge divide between the haves and the have nots. And then the drugs and all that goes along with it. I've lived in the Chicago area for 20+ years and I'm sick of it - I cannot wait to move. I'm pulling the ejection handle when my youngest goes to college. <br /><br />And on the blame the cops part? Hardly. Although I'd be thinking twice about enforcing the law if I was a cop - really, do you want to have your career (and life) ruined if you shoot some dude who happens to be a bad guy who was "turning his life around"?
