Is the current OER block check the be all end all to be competitive for promotion? https://www.rallypoint.com/answers/is-the-current-oer-block-check-the-be-all-end-all-to-be-competitive-for-promotion

I recently sat through a branch briefing. One slide indicated that to be competitive for LTC you needed at least 3 of 5 ACOMs to be competitive.

Is a simple block check by the S/R enough of an indicator of potential for promotion? Should the board have more time to read the write up of the rater AND senior rater?

Does the write up from the rater even matter?

Can this be skewed by officers being "taken care" as they PCS assignments?

How does an immature profile skew the data?

Is there enough data from the new OER to even justify this mythical 3 of 5 ACOM? From what I've seen it sin't necessarily the end all and be all for competitiveness. Even from some of the O4 OERS I've seen the recommendation for promotion to LTC is written despite their precviopus evaluations not meeting that said criteria. Of course they might all be outliers. While legally they could not speak about percentages etc. since the results have not been released it was a great discussion, that touches on a few of the topics you brought up.

Rater write up: While board members generally focus a majority of their time on the SR comments they will use the rater comments if the SR has a small profile or their write up is less than stellar.

Immature profile: An immature profile won't necessarily skew the data, the board members will take that into account and if the numbers don't support the ACOM but the performance does it will/should be indicated in the write up MAJ Private RallyPoint Member Wed, 03 Jun 2015 01:11:56 -0400 2015-06-03T01:11:56-04:00 2015-06-02T17:07:50-04:00
