Most folks get out after 4 years anyways. The USMC can draw down naturally within 2~ years without much problem. Unfortunately, we have &quot;cycles&quot; of issues, and the media (and ourselves) become aware of legal issues, which make these things more prominent.<br /><br />It&#39;s the &quot;New car theory.&quot; When you buy a new Mazda, you start seeing that model everywhere. Same thing with specific criminal cases. Once you see one, you&#39;ll start seeing them (and similar) everywhere. I failed to promote to CDR (O5) in the post Desert Storm Navy. If I had been in during OIF/OEF, I'd probably have been a CAPT (O6).
