Is the military losing too many people, who were once “career minded” as a result of the new policies, reorganizations, re-engineering?

I believe so, in the guard alone I have witnessed outstanding E-4's and E-5's leave due to witnessing political hierarchy (IE preferential treatment) to subpar Soldiers and NCOs. This puts a terrible taste in their mouths and despite their technical and tactical proficiency they focus everything on their ETS. I have lost 3 outstanding would-be leaders this FY alone because of this scenario. I believe the recent culture changes have impacted this as well... many don't want to be around because they can't branch out or be heard because of so many SM's that get offended by everything. Just look at the changes in training over the passed few years.

Since everything became so computerized I like to think that the military (at least the Army Reserve) is engaged in a program of attrition through frustration.

Been out to long to know what's going on internally but when you look at overall military structure I'd say yes. Entire military has been in a period of drawdown for quite a while. As a result, policies, reorganizations, etc. are put in place to meet this objective. Saw it during post Vietnam drawdown and some of the same tactics are being used today. Have they resurrected the Do More With Less" slogan yet?
