Is the recently announced Operation Inherent Resolve Ribbon a real thing?

I read in the Navy Times that there is going to be a new ribbon/medal for those who served during Operation Inherent Resolve from all branches. There was a listing of qualifications (of course) but is this a real thing or is scuttlebutt?

It's not for OEF, OEF is Afghanistan. It's for OIR in Iraq and Syria.

I don't understand the hatred towards OIR campaign award.... Only thing I don't understand is since we didn't initiate into a new country we shoulda just rolled with Iraq freedom again....

If it is in the Navy or any of the Military Times.... it must be real. Military Times is as legit as the New York Post!
