It is unlikely that anyone would be reciwed for promotion inside of a 90 day period. On the other hand there are also mandatory timelines for at least E4 and below, and board representation for NCOs. As long as a soldier possesses that MOS he/she is trying to get promoted into, with the flick of a pen and a 4100, they can interchange in between the MOSs and ranks.
